Bio

About Phub Zam

Phub Zam is a civil engineer with a bachelor’s degree in civil engineering from the College of Science and Technology, Bhutan, and a master’s degree in water engineering and management from the Asian Institute of Technology, Thailand. She has also earned the Asian Development Bank’s Procurement Certification (BuildProc) through the International Training Centre in Turin, Italy.

She has been with Druk Green Power Corporation Limited, Bhutan’s sole power generation utility, for more than a decade. Her expertise spans design, project management, procurement, and contract management in the hydropower sector. She has contributed to projects supported by international development partners, including the World Bank, Asian Development Bank, and Japan International Cooperation Agency. She currently serves as Procurement Specialist for the 1,125 MW Dorjilung Hydropower Project, one of Bhutan’s largest World Bank–funded initiatives.

As a Hubert H. Humphrey Fellow at the University of California, Davis, Ms. Phub seeks to strengthen her leadership and communication skills, broaden her global perspectives, and build lasting professional networks. Driven by her commitment to advancing sustainable hydropower development in Bhutan, she looks forward to exchanging knowledge with U.S. experts and institutions in project management, procurement, and contract management. She aspires to apply international best practices to Bhutan’s energy sector, supporting the nation’s vision of harnessing hydropower for inclusive and sustainable growth.
