Bio

Alexandr Kostyuk, MD, PhD, is a health policy and health economics specialist with a focus on health technology assessment (HTA), value-based healthcare, and evidence-informed decision-making. He co-founded a non-governmental organization dedicated to advancing HTA and strengthening institutional capacity for sustainable healthcare reform in Central Asia. 

His work spans pharmaceutical policy, pricing and reimbursement frameworks, investment agreements in the health sector, and the development of national strategies aligned with international best practice. Alexandr has led and contributed to policy analyses, strategic roadmaps, and reform initiatives aimed at improving access to innovative medicines while safeguarding financial sustainability. 

As a Fulbright Visiting Scholar at the University of California, Davis (2025-2026), he is conducting research on the estimation of cost-effectiveness thresholds and the development of value assessment models tailored to emerging healthcare systems. His academic and professional interests include real-world evidence, health system efficiency, and the integration of economic evaluation into public policy.
