Kristel Noges is an Executive Officer in the Energy Department of the Ministry of Economic Affairs and Communications, Estonia. For the past two years, she has been a national representative in several international institutions and E.U. expert groups, such as the International Energy Agency, the Council of the E.U., European Commission and Energy Efficiency Committee. She is mainly focusing on energy efficiency and renewable energy policy while improving sustainable development and implementing E.U. regulations in Estonia.

Ms. Noges holds master’s degrees in Renewable Energy Science and Policy from the University of Iceland and Electrical Power Engineering from Tallinn Technical University, Estonia. Prior to her public service with the Estonian government, Ms. Noges was living abroad and working for several years in the field of energy markets and operations. As a result, she has a strong understanding of electricity and gas trading in Europe and New Zealand.

As a Humphrey Fellow, Ms. Noges is interested in environmental policy, sustainable development, and climate change. During her fellowship year, she hopes to learn about greenhouse gas mitigation assessment and monitoring the impact of energy efficiency projects and tools. In addition, she wants to learn energy modeling tools, the role of citizen participation in environmental policy development, and best environmental management practices in the U.S.
