Bio

Mr. Seraphin Niyonsenga is an Agricultural Policy Analyst with extensive experience in agricultural policy formulation, analysis, and monitoring who has occupied different positions from professional in charge of veterinary services, Director of Livestock Research and Extension, National Coordinator of Artificial Insemination Program, Livestock Extension Specialist, and Director of Planning with the Rwanda Agricultural Board since 2008.  He was appointed as an Agricultural Policy Analyst within the Office of Prime Minister in 2013. 

Mr. Niyonsenga has a veterinary degree from Cheikh Anta Diop University in Senegal and a Master of Veterinary Science in livestock production from the National Dairy Research Institute, India. His major achievements include spearheading the transformation of the Rwandan Dairy Industry through the modernization of Milk Collection Centres into Dairy Business Hubs, playing a leading role in the formulation and implementation of the Rwandan agricultural sector reform programs; designing capacity building programs for smallholders farmers.

His main focus during the fellowship year will be on agricultural policies in the US, and developoing partnerships in  agribusiness and food processing. Upon returing to Rwanda, he wants to backstop the efforts in poverty reduction through agricultural transformation and initiating start-ups for youth and rural women in agribusiness and food processing sectors.
