Mr. Sougal earned a Bachelor’s Degree in Cell Biology and Physiology from University of T ours, France in 1998; a Master’s Degree in Agriculture, Forestry and Pastoral Systems Management in Tropical Zones from the University of P ARIS XII, France in 1999; an Engineering Diploma in Tropical Agronomy at the College of the Upper Study of Tropical Agriculture in Montpellier, France in 2002. He worked with the UNDP to implement the Convention on Biodiversity in Djibouti (1999-2000). Since 2003, Mr. Sougal has been working for the Ministry of Environment in Djibouti, where he is the point person on agricultural issues. As a Humphrey Fellow, he expects to enhance his knowledge of irrigation systems, green house management, artificial insemination on dairy animals, dairy animal nutrition and renewable energy practices.
